The Abia State Government has outlined a series of transformative developments aimed at deepening infrastructure renewal, strengthening healthcare delivery, enhancing urban planning, and reinforcing security across the state. These highlights were shared following the weekly State Executive Council (SEC) meeting, showcasing a clear roadmap for Governor Alex Otti’s administration.

Greater Aba Master Plan to Redefine Urban Future

Topping the announcements was the planned launch of the 25-Year Greater Aba Master Plan—a landmark vision document developed in partnership with the Greater Aba Development Authority and UN-Habitat. Designed to reposition Aba as a modern commercial hub, the master plan revolves around four strategic pillars:

  • Robust road infrastructure and connectivity
  • Economic revitalization through industrial zones and commercial upgrades
  • Sustainable urban expansion
  • Resilience against perennial flooding

This long-term strategy is expected to drive inclusive growth, stimulate local industries, and enhance quality of life for residents of Aba and its environs.

Healthcare Milestones and Project Ekwueme

Abia’s Social Health Insurance Scheme continues to gain traction, now enrolling over 91,000 beneficiaries. Encouraged by this milestone, the state has approved the extension of the program to the informal sector, with a second-phase rollout scheduled soon.

In a major leap for emergency healthcare, a fully equipped Intensive Care Unit (ICU) is now operational at the Abia State Diagnostic Centre in Umuahia. Meanwhile, the state currently reports no outbreaks of mpox, diphtheria, cholera, or Lassa fever, reflecting a stable public health environment.

The government also announced the upcoming commissioning of the fourth Primary Healthcare Centre under Project Ekwueme, slated for this Friday in Ngwu, Bende LGA. This marks another step toward the administration’s target of delivering 200 world-class PHCs across Abia.

Housing and Infrastructure Progress

The state is set to break ground on four new housing estates: Valley View, Mgbarakuma, Mbaisii, and Obehe. These developments mark Phase One of a broader housing strategy, with an additional four estates already in the pipeline under Phase Two.

Within Abia State University (ABSU), Phase One of the power restoration project has been completed, returning electricity to parts of the campus. Hostel renovations are also nearing completion, with plumbing and electrical upgrades finalized and handover expected soon.

Security Reinforced in Umunneochi

In response to recent security breaches in Umunneochi Local Government Area, the government has fully mobilized security agencies to contain the situation. The administration reaffirmed its commitment to protecting lives and property, vowing to deploy the full weight of its security apparatus.

Power Sector Reform Gains Momentum

In a groundbreaking move, Abia has initiated the legal and regulatory framework to transfer electricity oversight from the Nigerian Electricity Regulatory Commission (NERC) to the Abia State Electricity Regulatory Authority (ASERA). This development will eventually empower the state to manage its own electricity generation, transmission, distribution, and metering—paving the way for improved energy access and independence.

CKC Water Scheme Rehabilitation to Begin

Fulfilling a campaign promise, the government is also set to commence the rehabilitation of the Christ the King Cathedral (CKC) Aba Water Scheme. Once completed, the project will restore access to clean and safe water for Aba residents—a critical step in improving public health and urban living standards.


These sweeping initiatives underscore the Otti-led administration’s commitment to inclusive development, transparent governance, and sustained socioeconomic progress. From healthcare to housing, security to power reform, Abia is clearly positioning itself as a model state for transformative leadership in Nigeria.
