The Abia State House of Assembly has passed the Abia State Electricity Law, a landmark piece of legislation designed to regulate electricity services and enhance power supply across the state. The bill was passed during a plenary session on Tuesday, presided over by the Deputy Speaker, Rt. Hon. Augustine Okezie.
Additionally, two new bills were introduced for first reading:
- Abia State Road Traffic and Safety Management Bill
- Abia State Lotteries and Gaming Authority Bill
Both bills were sponsored by Hon. Anthony Chinasa.
Electricity Law to Boost Power Supply and Economic Growth
Deputy Speaker Augustine Okezie described the passage of the Abia State Electricity Law as a transformative step towards ensuring efficient electricity services in the state.
“This legislation represents a bold move to ensure that electricity consumers in Abia State receive value for their money,” Okezie stated. “It will pave the way for the establishment of a regulatory commission that will:
- Increase electricity supply hours for businesses and residents
- Regulate electricity usage across the state
- Attract investors to the Abia electricity sector
- Drive economic growth through enhanced power availability
We anticipate that this law will encourage an influx of investors, leading to improved power supply and positive economic outcomes for the state,” Okezie added.
Lotteries and Gaming Authority Bill to Regulate Gaming Activities
The House also conducted the first reading of the Abia State Lotteries and Gaming Authority Bill, aimed at regulating betting and gaming activities in the state.
Addressing concerns about the potential negative impact on youth, Deputy Speaker Okezie emphasized the bill’s intent to establish a structured and accountable gaming industry.
“We recognize the reality of existing gaming platforms such as BetNaija and BetKings. Our goal is to introduce clear guidelines to ensure responsible gaming practices,” he explained.
Key provisions of the bill include:
- Regulating the operations of betting and gaming companies
- Setting guidelines to prevent exploitation and addiction
- Promoting responsible gaming practices
- Generating revenue for the state through taxation and licensing
“Without proper regulation, we will be chasing shadows. This bill will enable Abia State to take a proactive approach in managing the gaming sector and curbing excesses,” Okezie noted.
A Path Toward Economic Transformation

The passage of the Abia State Electricity Law and the introduction of the Lotteries and Gaming Authority Bill underscore the Assembly’s commitment to fostering economic growth and infrastructural development. With enhanced electricity services and structured gaming regulations, Abia State is positioning itself as a hub for investment and sustainable development.
