The Abia State chapter of the All Progressives Congress (APC) has congratulated the Deputy Speaker of the House of Representatives, Benjamin Okezie Kalu, on the conferment of a Doctor of Philosophy (PhD) degree, describing the achievement as a reflection of intellectual depth and visionary leadership.
