Bill, marking a significant step toward the decentralization of policing and the restructuring of the country’s security architecture.

The proposed legislation seeks to establish state police formations alongside the Federal Police, granting states greater responsibility in addressing security challenges within their jurisdictions. The move comes amid growing concerns over banditry, kidnapping, terrorism, communal clashes, and other security threats across the country.

The bill, sponsored by Senate Leader Senator Opeyemi Bamidele, received broad support from lawmakers during deliberations. Proponents argued that state policing would improve intelligence gathering, strengthen community-based security, and allow for quicker responses to local threats.

Under the proposed framework, each state would have the authority to establish its own police service through legislation passed by its House of Assembly. However, such police formations must meet national standards and operate within constitutional guidelines before becoming fully operational.

The bill also outlines mechanisms intended to prevent abuse of state police powers. These include oversight by the National Police Council, confirmation processes for senior appointments, and provisions allowing disputes over directives to be reviewed by appropriate authorities.

Supporters of the legislation believe the reform will bring policing closer to local communities and improve the country’s overall security framework. Critics, however, continue to express concerns that state police could be misused for political purposes if adequate safeguards are not strictly enforced.

The bill will proceed through the remaining constitutional amendment process, including further legislative scrutiny and the approval of state assemblies before becoming part of the Constitution.
