Nigerian Government Begins Nationwide Consultations on National Policing Reform

The Federal Government has commenced nationwide consultations on a proposed National Policing Framework, marking a significant step toward reforming Nigeria’s security architecture and improving policing across the country. 

The consultations are designed to bring together key stakeholders, including security agencies, state governments, traditional rulers, civil society organisations, legal experts, and community representatives, to contribute to the development of a more effective, accountable, and people-centred policing system. 

According to government officials, the initiative seeks to create a comprehensive policing framework capable of addressing Nigeria’s evolving security challenges, including terrorism, banditry, kidnapping, communal violence, cybercrime, and other forms of organised crime.

The consultation process is expected to generate recommendations on how policing can become more responsive to local security needs while maintaining national standards of professionalism, accountability, and respect for human rights.

A major aspect of the discussions will focus on strengthening cooperation among federal, state, and community-based security institutions to improve intelligence sharing, emergency response, crime prevention, and public safety.

Officials said the engagement will also examine issues relating to police recruitment, training, welfare, funding, technology, operational efficiency, and community participation in security management.

The move comes amid ongoing national conversations on police reforms and proposals for a decentralised policing structure aimed at improving security across Nigeria. The proposed National Policing Bill is expected to provide the legal and operational framework for implementing future policing reforms. 

Stakeholders participating in the consultations are expected to identify existing gaps in the country’s policing system and recommend practical solutions that reflect Nigeria’s diverse security realities.

The Federal Government maintained that building an effective policing system requires broad consultation with citizens and institutions directly affected by security challenges, noting that public trust remains essential to successful law enforcement.

Security experts have repeatedly argued that stronger collaboration between security agencies and local communities is critical to tackling crime, improving intelligence gathering, and ensuring faster responses to security threats.

The consultation process will also explore the integration of modern technology into policing, including digital intelligence systems, forensic capabilities, surveillance infrastructure, and improved communication networks to enhance operational effectiveness.

Government officials expressed confidence that the outcome of the consultations would help shape a modern policing system capable of protecting lives and property while strengthening the rule of law and public confidence in law enforcement institutions.

The recommendations generated during the consultations are expected to inform future legislation and policy decisions as Nigeria continues efforts to reform its security sector and address emerging threats across the country.
