The Deputy Speaker of the House of Representatives, Rt. Hon. Benjamin Kalu, has added a doctorate in Law to his academic credentials, receiving the prestigious degree from the University of Calabar at the institution’s 38th convocation ceremony a milestone that drew wide congratulations from across the political and academic landscape.
Kalu, who also holds his first law degree and a master’s in law from the same university, delivered the convocation address on behalf of the PhD graduating class in what observers described as an eloquent and deeply reflective speech that went beyond the ceremonial to challenge fellow graduates on the weight of their new responsibilities.
“The doctoral degree is not merely the highest academic qualification. It is an initiation into responsibility,” Kalu told the audience, setting the tone for an address that wove together personal gratitude, global data, and a clarion call to intellectual service.

He expressed profound appreciation to the University of Calabar for shaping him at multiple stages of his life, noting that each time he left the institution, he did so better formed, more grounded, and more aware of the responsibilities that come with knowledge.
Turning to the global context, Kalu presented striking statistics to underscore the rarity and responsibility of doctoral achievement. Fewer than one per cent of the world’s adult population holds a doctorate, he noted, while in developing nations that figure drops below 0.1 per cent. In Nigeria specifically, the National Bureau of Statistics estimates that doctoral holders number fewer than 100,000 in a country of over 220 million people.
“This places us within a very narrow community, not of privilege alone, but of obligation,” he declared.
The Deputy Speaker did not shy away from acknowledging one of the most persistent failures of African scholarship — the disconnect between research and real-world impact. Citing UNESCO data, he pointed out that Africa generates only about one per cent of global scientific research output despite being home to 12.5 per cent of the world’s population, with Sub-Saharan Africa employing only 96 researchers per million inhabitants against a global average of over 1,300.
“These are not merely statistics. They are a call to ensure that what we have produced does not end in the archives, but finds expression in action,” he said.
Drawing on his experience as a legislator, Kalu stressed that policy not informed by research is reactive, while policy grounded in knowledge is deliberate, sustainable, and just. He highlighted several legislative efforts he has championed to expand access to education, including the establishment of the Federal College of Education Bende, the Federal University of Medical and Health Sciences, and support for the approval of the Federal University of Kigwe all of which have been signed into law by the President.

Kalu also disclosed that his own doctoral research was selected as one of the most outstanding projects at the University’s Achievement Exhibition on Contribution to Knowledge a recognition he described with evident pride.
He closed his address with a quote from Albert Einstein, urging his fellow graduates to pursue value over success, and reminding them that the true measure of education lies not in the titles they hold, but in the lives they improve.
“May we all become men and women of value to our nation, our continent, and to humanity,” he concluded, to warm applause from the audience.
The ceremony also featured the presentation of the Clement Kura Award on Energy, Technology and Enterprise, valued at $2 million, shared between two recipients.
